Summary
西方女性主義文獻中發現,美國少數族群的女性學者在分析她們的性別受壓迫的根源時,發現她們無法完全認同以白人為主的婦女運動。因為這些弱勢族群的女性認為,若只著重於提升女性整體在美國社會的地位,擔心會使原處於弱勢的族裔群體造成嚴重分化,甚至使族群運動議題失焦。當時美國婦女運動即有一個迷思:「所有的女人都是白種人,而所有的非洲裔皆是男人」,突顯美國少數族群婦女在爭取平等時,所遭遇到在性別和族群上的雙重困難。因此,相關文獻開始討論少數族群婦女在爭取社會與政治平等的優先順序上,有以族群為優先,暫置個人性別於度外的傾向。 反觀近年台灣社會,性別意識逐漸抬頭,女性參政比例逐年提高。文獻探討歸納指出:女性立委的問政取向和男性立委明顯不同,她們的重點偏向於與女性息息相關的家庭與人身議題。有趣的是,這個性別的取向在原住民女性立委代表行為中是否亦得彰顯,還是處於雙重弱勢身分認同的她們,會將問政焦點優先著重於整體原住民的族群利益?有鑑於此,本研究擬首先歸納原住民女性立委的問政傾向,而後佐以深度訪談,嘗試釐清渠等之代表行為,是否也有以族群為優先的傾向,並對造成此一現象的原因作深入的討論。
