Summary中華民國政府於二○○九年制定兩公約施行法，但缺乏針對聯合國公民與政治權利國際公約序說性的研究，造成在中華民國政府管轄領域內的個人或團體，難以在基礎性論理上加以適用，發揮應有的人權保障之法規範效力，因此有必要對此進行更進一步的研究，而非僅流於一般性的常識性敘述，此乃本研究計畫的動機與目的之所在。
