自1992國會全面改選迄今,民進黨得票率持續攀升,是台灣政治當中極具影響力的政黨。但在原住民選舉當中,原住民投票支持民進黨的比例一直很低。對於這個現象的解釋,過往主要是以「原住民是國民黨鐵票」來含混帶過,而未有嚴謹的學術討論。但此一說法本身並不正確。原住民選民並不是完全排斥反對勢力。事實上,歷屆選舉當中都有無黨籍或其他政黨(如親民黨)候選人獲得相當比例的選票支持,甚至當選。所以政治現實是,原住民選民並非國民黨的鐵票,他們只是不支持民進黨而已。所以繼續用「國民黨黨務機器徹底滲透控制,同時藉由壟斷資訊的方式,對原住民選民灌輸其他政黨的負面印象,使非國民黨籍政治人物沒有生存發展空間」,此類自相矛盾的傳統觀點,主導我們對原住民投票行為的認識,將導致誤解。鑑此,何以在民進黨的社會支持基礎逐漸擴大之際,卻未能獲得原住民選民的青睞,即為本文問題意識之所在。 為釐清並驗證傳統觀點的正確與否,本文因此嘗試從原住民菁英觀點出發,歸納開放式深度訪談所透露出的訊息,初探討論原住民眼中影響選民政黨支持的主要因素有那些,以及如何影響的問題。本文的研究發現,將能夠增進我們對原住民選舉行為的認識,並將做為日後個體層次原住民實證調查研究的基礎。
